The controlling agency changed just days ago, though not everything changed. Decreto 697/2026 (BO August 3, 2026) put SENASA in charge of registering and authorizing imported food products —a function ANMAT held until then; the Ministerio de Salud, together with the Secretaría de Agricultura, Ganadería y Pesca, retains the authority to update the Código Alimentario Argentino by joint resolution. What didn't change is establishment registration: it's still processed before the sanitary authority of the province or the City of Buenos Aires where the facility is located. For food and packaging certified in the countries listed in Anexo III —a closed list, which the rule calls countries under high sanitary surveillance; a regime in force since January 2025 that Decreto 697/2026 also extended to additives, technological aids, and ingredients—, or for products certified under Codex Alimentarius (FAO/WHO) standards, the operation is resolved with a marketing authorization or a free-sale certificate for the product. SENASA has 180 days from the decree's publication to bring its own management information system online. We confirm which route applies based on your product and its origin.

SENASA — registration and authorization of imported food (Decreto 697/2026, Art. 29)
Decreto 697/2026 replaced Art. 15 of Decreto 1812/1992: "The Servicio Nacional de Sanidad y Calidad Agroalimentaria (SENASA)... shall be in charge of registering or authorizing imported food products." The prior wording of that article —set by Art. 9 of Decreto 790/2025— placed that function with ANMAT. SENASA has 180 days from the decree's publication (Art. 7) to bring its own information system online.
Simplified route — Anexo III (Decreto 35/2025) and Codex Alimentarius
For food and packaging certified in the countries listed in Anexo III —a regime in force since January 21, 2025, that Decreto 697/2026 also extended to additives, technological aids, and ingredients— or for products certified under Codex Alimentarius (FAO/WHO) standards, the operation is resolved with a marketing authorization or a free-sale certificate for the product (or an equivalent document), without needing a prior RNE or RNPA. The prohibitions and maximum limits of the Código Alimentario Argentino remain in force in every case.
Establishment registration — provincial or CABA sanitary authority (Art. 3, Decreto 1812/1992)
Registering food-producing establishments is still processed before the sanitary authority of the province or the Ciudad Autónoma de Buenos Aires where the facility is located —Decreto 697/2026 didn't change that.
